Vermont law requires an independent audit every three years of the energy efficiency programs approved by the Public Utility Commission. The independent audit produced two documents. The first document is a Legislative report that summarizes the findings and recommendations of the independent audit. The second document is a management letter that describes in detail the audit's objectives, methodology, findings, and recommendations.
