Filings can be made with the Board electronically using ePSB or in paper. 

How to File a Public Comment

To file a public comment using ePSB, if your comment is related to a specific case:

  • If you know the case number, use Search by Case Number; otherwise, use one of the other Case Searches to find the case number
  • Open the case in which you would like to file the public comment
  • Select “File a Public Comment” from the Select Action drop-down menu
  • Fill out and submit the form, attaching a document if necessary

If you cannot find the case number or if your comment is not related to a specific case:

  • Click on Public Comment
  • Fill out and submit the form, attaching a document if necessary

How to File a New Case

To file a new case using ePSB:

  • Log in to ePSB
  • Select the appropriate type of case you would like to file from the list in the left navigation menu
  • Fill out and submit the form, attaching public documents as necessary
  • Until further notice from the Board, do not use ePSB to file any documents that contain confidential information. Instead file with the Board paper copies of all documents that contain confidential information in a sealed envelope that is labeled “confidential” and provide one copy of each document to each party in the case who is authorized to see the document. If you have questions about how to file documents that contain confidential information, contact the Clerk of the Board or call (802) 828-2358.

Please note that depending on the type of case, you may need to provide notice of or a copy of your filing to other people. More information about such requirements is available in the statutes and Board rules applicable to the particular type of case and, for the most common types of cases filed with the Board, in the documents summarizing the typical procedures for those cases

In ePSB, you may save cases that you have initiated but have not yet submitted to the Board. When you save an unsubmitted case, information entered in a field is saved in your draft; no attached documents are saved. To see such cases, click the My Cases link and go to the My Unsubmitted Drafts tab.

Until further notice, you may also file a new case by mailing or hand-delivering an original and an appropriate number of paper copies to:

How to File as a Party in an Existing Case

Parties to a case that is included in ePSB can choose to participate in the case electronically or in paper. Parties to a case that is not included in ePSB must make all filings in paper.

  • If you participate in a case electronically, you must use ePSB to file all public documents with the Board but you must provide paper copies of those documents to parties to the case who are participating in paper. You will receive electronic notice from ePSB of other parties’ filings and documents issued by the Board for you to download from ePSB. 
  • If you participate in a case in paper, you must file paper copies of your filings with the Board and all other parties. You will receive paper copies of other parties’ filings and documents issued by the Board.

To File Using ePSB

  • Log in to ePSB
  • Click on Search by Case Number to find the case
  • Open the case in which you would like to make a filing as a party
  • Select the appropriate “Add” form from the Select Action drop-down menu
  • Fill out and submit the form, attaching public documents as necessary
  • Until further notice from the Board, do not use ePSB to file any documents that contain confidential information. Instead file with the Board paper copies of all documents that contain confidential information in a sealed envelope that is labeled “confidential” and provide one copy of each document to each party in the case who is authorized to see the document. If you have questions about how to file documents that contain confidential information, contact the Clerk of the Board or call (802) 828-2358.
  • Check the “People” tab for the case in ePSB to make sure that all parties have e-mail addresses listed; you must mail a copy of your filing to any party that does not have an e-mail address listed (ePSB will provide notice of your filing to parties with e-mail addresses listed)

To File Using Paper

  • Mail or hand-deliver an original and the appropriate number of paper copies to:
