Types of Orders
The Public Service Board ("Board") issues several types of Orders. Each type is described below:
- The Board can issue a variety of Orders in a docket. These include procedural Orders as well as final decisions and Orders related to compliance filings. Each docket is identified with its own docket number. Each docket also has a "caption" which describes the subject of the docket. The caption can be found on the first page of each Order issued in that docket.
- In an Accounting Order, the Board directs a utility to perform some action related to maintaining its financial records. Most Accounting Orders are not issued in dockets and so are not numbered.
- A Special Contract Order relates to a special contract between a utility and a customer that, if approved by the Board, provides the terms and conditions under which the utility will provide service to that customer. Special Contract Orders all start with the letters "SC".
- A Net Metering Order authorizes interconnection of a net metering electric generation facility to the electric grid. Each net metering generation facility that is granted a Certificate of Public Good ("CPG") is given a unique number that starts with the phrase "NM-".
- An Order granting a Telecommunications CPG authorizes a company to provide telecommunications services in the state of Vermont. Each company that is granted a CPG is given a unique number.
- A Dig Safe Order is the Board's decision regarding an alleged violation of Vermont's dig-safe statute. The dig-safe statute requires all persons who intend to excavate to contact the dig-safe organization prior to beginning the excavation. This is intended to protect utility underground facilities and the excavator. Each Dig Safe Order is given a unique number.
- The Board sometimes issues other types of Orders as a result of an informal proceeding. These Orders are generally not numbered, and instead are referred to by the topic.
