Review of Standard-Offer Program and Prices (Dockets 7873 and 7874)
Pursuant to Public Act 170, the Vermont Public Service Board is reviewing the Standard-Offer Program to implement several significant changes, including:
(1) Increasing the available capacity of the program;
(2) Modifying the requirements to enter into the standard-offer program;
(3) Allocation of available program capacity;
(4) Developing a process to identify plants that provide sufficient benefit to the operation and management of the grid;
(5) Developing a Greenhouse Gas Reduction Credit mechanism
(6) Establishing prices for hydroelectric facilities;
(7) Developing prices based on an avoided-cost methodology; and
(8) Examining market-based pricing methodologies.
